La condition élective régionale et la parité Observations des situations en Aquitaine et en Poitou-Charentes (2003 - 2007)

Abstract : This study considers the process of applying equality in the social context of gender in comparison with the office held by regional councillors (conseiller-e-s régionaux/ales). Before equality, each Région is characterised by its respect of principles of equilibrium and stable traditions. An analysis of the selection process found that in 2004 there was a marked change in the selection logic for both social and political positions. In Aquitaine as in Poitou-Charentes, we observe the presence of a partisan genre of politics with candidates often inadequately resourced. Despite its relatively recent introduction, the Région is the most feminised of all the French political institutions, even before the introduction of this equality reform. Less than a problem of under representation of women, we can observe a strategy of equality. Leaderships in both (départemental in Aquitaine and régional in Poitou-Charentes) support each other to the detriment of the exiting and to the benefit of candidates for "civil society". In the context of a crisis of the political sphere, the mobilisation of feminine stereotypes is expected to contribute to the re enchantment of politics. In the seduction phase of the electorate, likeness to the candidates has become a common imperative. In light of the settlement of roles, we nevertheless are witnessing an internal competition between the records of proximity (both domestic and civil proximities) from candidates for "civil society", leaders and followers. Following an election, despite the mechanical changes of the electorate, the allocation of responsibilities leads to a reestablishment of the order between the sexes. The surge in candidates standing for a "civil society" registers almost exclusively in the case of a reconfiguration of the regional leaderships. Subsequently, the routinisation of the roles - time to adapt to the rules, regulations and codes as well as uses of the institution - corresponds to an interactional point of view of pragmatic in action with a logic of reinforcing or weakening the other. Finally, installation into the role depends on the one hand on their capacity of placing themselves under the protection of a leader and on the other on their capacity of making "secondary arrangements".
