Résumé

Historically, trade unions were formed within national boundaries. However, the major changes taking place all over the world have thoroughly affected their practices and their activities. Since their onset, unions have gathered together in international organisations in order to pursue common goals. The relations between trade unions at the international level are beforehand an opportunity to exchange broad " views of the world " but also practical resources which enrich and strengthen the role they play nationally. The dissertation covers a century of history of the French trade unions analyzed from this international point of view. First, it shows the influence of this international perspective on the founding and evolution of the French unions, in other words the outside influences which have contributed to shaping its main features. Then, the role of the three major French unions CGT, CFDT and CGT-FO in the construction of Europe after the second World War is demonstrated. The construction of Europe has forced the unions to look beyond national borders and more specifically within the European community. The three unions have responded each in its own way. Their international commitment clarifies a great deal of their development. Looking out from within : the evolution of the French unions does not reveal two separate sides of a universe but a complex combination of both. The international dimension is a key component which contributes to the role of trade unions within their own nation. Analyzing social issues from this international perspective turns out to be extremely fruitful to explain some developments that national interactions alone cannot justify.
Le syndicalisme s'est historiquement constitué à l'échelle des nations. Les grandes évolutions du monde affectent cependant en profondeur ses pratiques et ses représentations. Depuis leur origine, les syndicats se sont regroupés dans des organisations internationales afin de poursuivre à ce niveau des buts communs. Mais les relations syndicales internationales sont avant tout un lieu de circulations de grandes " visions du monde " et aussi de ressources pratiques qui enrichissent et recomposent la fonction de représentation des syndicats " nationaux ". La thèse parcourt un siècle de l'histoire du syndicalisme français considéré du point de vue de cette circulation internationale. Dans la première partie, elle montre le rôle de cette dimension dans la constitution et l'évolution du syndicalisme français, les influences de " l'autre que le national " qui ont contribué à en façonner les traits. Elle s'attache, dans une deuxième partie, à l'examen des trois principaux syndicats français CGT, CFDT et CGT-FO dans un après-guerre marqué par l'Europe et la guerre froide. La construction européenne sollicite les syndicats nationaux : elle les contraint à se hisser hors du périmètre national et elle tend également à ramener leur regard international sur l'espace communautaire. Les trois syndicats agencent de manière différente ces diverses sollicitations. Leurs engagements dans la dimension internationale contribuent à expliquer nombre de leurs évolutions. Dedans, dehors, la vie des syndicats français ne montre pas l'extériorité de deux univers mais, au contraire, une combinaison complexe. La dimension internationale est une composante importante qui contribue à la fonction représentative du syndicalisme. L'observation d'un fait social du point de vue de la circulation internationale s'avère féconde pour éclairer certaines évolutions dont rendent insuffisamment compte les seules interactions de l'espace national.
