Stakes and requirements in the setting up of an employers group in cultural sector: an application to recent music
ENJEUX ET CONDITIONS DE LA MISE EN OEUVRE D’UN GROUPEMENT D’EMPLOYEURS DANS LE SECTEUR CULTUREL : UNE APPLICATION AUX MUSIQUES ACTUELLES

La recherche menée porte sur les enjeux et les conditions
de mise en oeuvre d’un groupement d’employeurs dans le
secteur culturel, avec une application spécifique aux
activités de musiques actuelles. Ayant pu dresser le constat
d’un emploi parcellisé, précaire et faiblement rémunéré, les
deux études de terrain menées sur des réseaux régionaux
de musiques actuelles ont eu pour objectif de repérer à la
fois les spécificités liées à la gestion des ressources
humaines dans ces très petites structures, relevant le plus
souvent du statut associatif, ainsi que les obstacles à la
mise en oeuvre d’un groupement d’employeurs.
La recherche est de nature abductive, et a été conduite au
travers de questionnaires exploratoires auprès d’un premier
réseau de 22 structures, puis d’entretiens semi-directifs
auprès du second réseau musiques actuelles constitué de
63 associations.
Les résultats obtenus permettent de dégager des
préconisations quant aux conditions, à la fois technico-économiques
et socio-politiques, à examiner dans la
perspective de la constitution d’un groupement
d’employeurs. Le cadre théorique mobilisé pour cela fait
appel aux apports de la sociologie militante, à la théorie des
conventions (Boltanski et Thévenot 1991), et à la théorie de
la régulation sociale (Reynaud 1993), en faisant l’hypothèse
que ce sont à la fois les niveaux de gouvernance
associative, les divers mondes en présence, et les formes
de régulations en présence qu’il est nécessaire de prendre
en compte pour évaluer la faisabilité ou non de la mise en
oeuvre d’un groupements d’employeurs.
The research deals with the definition of the stakes and
requirements involved in setting up an employers group in the
cultural sector, with the specific application of recent music. After
having drawn a picture of the fragmented, insecure, and lower
paid part-time jobs in that sector, the research consists of two
case studies in regional “recent music” networks. Firstly to
observe human resources characteristics in small size
organizations, who are mainly part of the non-profit sector, and
secondly to identify what criteria may create a stumbling block for
the implementation of an employers group.
This research is of an abductive nature and includes exploratory
questionnaires run on the first regional network composed of 22
structures. The second methodological step is based on 63 semistructured
interviews held in the second regional network.
The results are used to identify the recommendations on the
conditions, both technico-economic and socio-politic criteria to be
considered in the context of the establishment of a group of
employers. The research’s theoretical framework, refers to the
non-profit sector sociological studies, the “conventions” theory
(Boltanski and Thévenot 1991), and the social regulation
approach (Reynaud 1993). We hypothesize that the different
governance levels in cultural non-profit organizations, as well as
the various conventions and social regulations to be found in
those structures, must be taken into account in order to predict
the possible creation and development of an employers group.
