Résumé

This thesis is to be included in the context of architectural restructuring in occupied site, in the long-term care home also called Ehpad. Its main purpose is to bring theoretical and methodological contributions on “transitional organizations design (OTi) and the transformative action of ergonomist in this specific context”. The starting point of this research is an ergonomic intervention in the context of a merger/restructuring between two Ehpad while keeping a constant workforce and number of residents (80 workers, 120 residents). As the residents cannot be relocated, a construction work phasing spread out on four years has been planned in order to maintain the onsite activity. The initial request of the project owner (MO) covers the support brought to the team meant to merger. In order to ensure the continuity of service, to preserve working and living conditions of users, and to encourage the inter-team learning, a specific project management has been developed, first with the MO and then with users (MU). This resulted in the development of design process of transitional organizations “for, by and in the use”, allowing a linkage between service continuity and transformation project during the construction works phasing. To analyse the design and intervention processes and their related effects, an hybrid research methodology has been created and is supported by a narrative approach. The six stories presented show that several activities and dynamics are determining for designing efficient OTi :- A structured and opportunistic project management with ad hoc actors, trained in plan reading and simulation ;- An open and evolutive programming and planning of the OTi with the MO before the construction works start ;- A systemic, anticipated and iterative projection of the OTi scenarios before the works starts and before each phase of the construction works, with the MU ;- A collective and progressive testing of the organizational scenarios and also of the building delivered during the construction works ;- A strong consideration of real activity and situations of use in construction phasing and OTi choices at each step of the process.The analysis of these process clearly shows that the design of the OTI is not sequential at all but iterative, collaborative and for part of it, opportunistic. Strong collaborations between the MO, MU and ergonomists promoted the consideration of past, transitory and future activity all along the design process. By this way, the ergonomic intervention supported the development of a sociotechnical and diachronic regulation process which articulated different components (initial, transitory, future), some temporary and some others durable. The methodology of constructive simulation and the informal reflective approach with the actors foster the construction of a common world between workers of Ehpad N. and L. and between manager and users. In this specific context, the OTi, worked as an open and adaptable frame, was definitely an instrument in favor of the continuity of service and in the same time of collective and organizational learning. The OTi being an opportunity to test and adjust, during the construction works, components of future organization during the construction works. Finally, the intervention-research led to several proposal for the design of OTi. Ergonomic intervention and desing model adapted to the project management in occupied site are proposed. The guidelines developed are directly addressed to ergonomists but also to the actors involved in such projects. Thus, research perspectives are emerging and encourage us, for instance, to continue this contribution in a development approach.
Cette thèse s’inscrit dans le contexte des restructurations architecturales en site occupé, dans les Ehpad. Elle apporte une contribution théorique et méthodologique sur la conception des organisations transitoires et l’action transformatrice des ergonomes dans ce contexte singulier. Le point de départ de cette recherche est une intervention ergonomique au sein d’un projet de fusion-restructuration de deux Ehpad, s’effectuant à effectifs constants (120 résidents, 80 agents). Les résidents ne pouvant être « délocalisés », un phasage des travaux sur quatre années est envisagé en vue de maintenir l’activité sur site. La demande initiale de la Maîtrise d’Ouvrage porte sur l’accompagnement aux changements des équipes amenées à fusionner. Pour tenir la continuité de service, préserver les conditions de travail et de vie des utilisateurs, et limiter le clivage inter-équipes une démarche est co-construite avec la MO puis la Maîtrise d’Usage (MU). Elle s’est traduite par le développement d’un processus de conception des organisations transitoires (OTi) pour, par et dans l’usage, permettant d’articuler projet de continuité de service et projet de transformations dans l’espace-temps du chantier. Une méthodologie de recherche hybride combinant pratique réflexive et collective et analyse processuelle autour de six récits a permis de caractériser les processus de conception et d’intervention et leurs effets. Plusieurs activités et dynamiques semblent déterminantes dans la conception d’organisations transitoires efficientes :- Une mobilisation à la fois structurée et opportuniste d’un réseau d’acteurs ad hoc formé à la lecture de plan et à la simulation,- Une programmation organisationnelle précoce, ouverte et évolutive des OTi avec la MO tout au long du chantier,- Une projection anticipée, systémique et itérative des OTi, amorcée en amont du chantier et réitérée en amont de chaque phase de travaux, avec la MO et la MU.,- Une expérimentation collective et progressive des OTi dans des espace-temps naturels et artificiels permettant de reconcevoir dans l’usage le système sociotechnique transformé,- Une prise en compte de l’activité réelle et des situations d’usage à chaque étape du processus dans les choix de phasage des travaux et les scénarios d’OTi.L’analyse de ces dispositifs montre que la conception des OTi n’est en rien séquentielle, mais qu’elle est itérative, collective et en partie opportuniste. Des coopérations fortes entre MO, MU et ergonomes ont permis la prise en compte de l’activité transitoire mais aussi passée et future des utilisateurs tout au long de la démarche. Tout au long de l’intervention un processus de régulation sociotechnique et diachronique s’est développé et a permis d’articuler de multiples composantes (initiales, transitoires, cibles) certaines temporaires et d’autres durables. Les méthodes de simulations productives et constructives (sur plans et à l’échelle 1) et les retours réflexifs informels avec les acteurs ont par ailleurs favorisé la construction d’un monde commun entre professionnels de l’Ehpad L. et N et entre prescripteurs et utilisateurs. L’OTi, travaillée comme un cadre ouvert et ajustable, a ainsi constitué un instrument de la continuité de service mais aussi d’apprentissage organisationnel et collectif. L’OTi permettant de tester et d’ajuster pendant le chantier des composantes de l’organisation future. Enfin, cette recherche-intervention a permis d’aboutir à plusieurs propositions méthodologiques. Des modèles opérants d’intervention et de conception adaptés à la conduite de projet en site occupé sont notamment présentés. Ces repères s’adressent aux ergonomes et acteurs impliqués dans de tels projets. Des perspectives de recherche et d’intervention s’ouvrent également et visent notamment à poursuivre ces travaux dans une approche développementale.
