L'abdication du Parlement : fait majoritaire et discipline partisane à l'Assemblée nationale sous la Vème République

Abstract : The key factor of the governing power's domination over Parliament in the Fifth Republic is the existence of a stable and disciplined majority in the National Assembly. By studying the historical construction of the “fait majoritaire” and the functioning of the parliamentary groups, the thesis analyzes the consented subordination of the MNAs. The research relies on direct observations of the majority socialist group throughout the 14th legislature (2012-2017), interviews with MNAs and parliamentary and ministerial staff, debate record archives, and statistical data on legislative activities and profiles of MNAs. The unprecedented phenomenon of the “fronde parlementaire” in the socialist group leads to examine the foundations of majority presidentialism. Emerging in an exceptional political situation around General de Gaulle, it gradually solidified through the rallying of political actors and forces in spite of challenges. The majority group’s collective political capital is structured around the governing chief and encourages the MNAs to be disciplined. It nevertheless requires work by the group to mobilize its members and by the governing power to maintain its domination, even by accepting targeted concessions and limited dissensions. Beyond formal institutions, discipline is first of all a matter of representations incorporated by the MNAs, excluding the political autonomy of the parliamentary majority and naturalizing support for the governing power. The anchoring of presidentialism in minds results in democratic dysfunctions in the Fifth Republic.
