Enercoop’s new social economy initiative in the electricity sector : utopias and realities of activist cooperatives for renewable energy

Résumé

The repeated observation of ecological and climatic crises is confronted with the quasi-inertia of States and operators with lucrative aims who prevent the exit of non-renewable energies (fossil and fissile). Faced with this blockage, civil society groups are promoting economic practices that aim to move away from non-renewable energies. This thesis studies one of these collectives. It focuses on the cooperative supplier of renewable electricity Enercoop, a network of cooperative societies of collective interest (SCIC) created in 2004 following the liberalization of the French electricity sector. This network of SCICs aims to provide renewable electricity in a short circuit and to contribute to lowering energy consumption. Conceived here as a New Social Economy (NSE) initiative, its analytical framework, structured by the active tension between political project (instituting) and economic logic (instituted), is described and mobilized during this work.In a double sociological and economic approach, the thesis aims to understand why this initiative was born and how it develops. It studies the way Enercoop responds to its dual, a priori contradictory, objective of selling electricity and encouraging the control of energy demand. It analyses the restoring forces (cooperative ecology affect, national/local polarisation, deliberative systems) that Enercoop deploys to maintain its energy democracy project (instituting), while keeping a stable economic management (instituted). These restoring forces reduce the risk of isomorphism in the face of the state or profit-oriented operators and allow it to maintain its objective of social transformation.The industrial analysis provides an overview of the international and French energy context, and focuses on the characteristics of the electricity sector. It describes the Enercoop model and recalls the institutional developments (liberalisation) that led to its birth. Faced with this trend, Enercoop seeks to reduce speculative logic and improve the monitoring of electrons by contracting directly with producers and buying electricity and Guarantees of Origin from them jointly.The sociological approach is based on sixty semi-structured interviews, forty participant observation sessions in Midi-Pyrénées and Paris and two questionnaire surveys. The sociology of Enercoop traces the emergence of the initiative, explores the deliberative systems (holacracy) mobilized by certain collectives of the Network. These systems involve experimental decision-making that promotes collective intelligence, counterbalanced by a logic of peer control.The sociological approach makes it possible to characterize the cooperative ecological affect of Enercoop members, to identify their profiles (characteristics, motivations, membership processes, type of commitment) and to analyze the rise of ecological awareness. Based on the interviews, the thesis proposes an ideal-typical model of two biographical trajectories (linear, conversion with two variants, one "soft" and the other "shaken"). It also explores the socio-energetic practices of the members oriented towards sobriety (reasoning by carbon balance, "prosumer", aconsumption, etc.). Finally, it proposes to conceptualize the knowledge of purchase, a reasoning based on a multi-criteria analysis that guides the consumption practices of members.This work reveals the permanent political fight of a structure engaged on the economic ground, even if it is the largest French network of SCIC. It is indeed a "realistic utopia". "Realistic" because it fights here and now with values that are not dominant. "Utopian" because its victory would probably require another economy, or even another society, which would also mean the demise of Enercoop.
Le constat répété de crises écologique et climatique se heurte à la quasi-inertie des États et des opérateurs à visée lucrative qui empêchent de sortir des énergies non-renouvelables (fossiles et fissiles). Face à ce verrouillage, des collectifs issus des sociétés civiles promeuvent des pratiques économiques visant la sortie des énergies non renouvelables. C’est l’étude d’un de ces collectifs que réalise cette thèse. Elle se consacre au fournisseur coopératif d’électricité renouvelable Enercoop, un réseau hexagonal de Sociétés coopératives d’intérêt collectif (SCIC) né en 2004 suite à la libéralisation du secteur électrique français. Ce réseau de SCIC ambitionne de fournir de l’électricité renouvelable en circuit court et d’inciter à Maîtriser la Demande d’Energie (MDE).Dans une double approche sociologique et économique, la thèse vise à comprendre pourquoi cette initiative a vu le jour et comment elle se développe. Elle étudie la façon dont Enercoop répond à son double objectif a priori contradictoire de vendre de l’électricité et de baisser la consommation. D’un côté, l’analyse industrielle propose un état des lieux du contexte énergétique international et français, et se concentre sur les caractéristiques du secteur électrique. Elle décrit le modèle Enercoop et rappelle les évolutions institutionnelles (libéralisation) qui ont permis sa naissance. De l’autre, l’approche sociologique repose sur soixante entretiens semi-directifs, quarante sessions d’observation participante en Midi-Pyrénées et à Paris et deux enquêtes par questionnaire. L’analyse sociologique retrace l’émergence de l’initiative, caractérise l’affect d’écologie coopératif des membres d’Enercoop, identifie leurs profils et analyse, dans une approche de trajectoire biographique, la montée en puissance de la conscience écologique, via l’identification de deux types de trajectoires (linéaire, conversion à deux variantes, l’une « douce » et l’autre « secouée »). Elle explore également les pratiques socioénergétiques des membres orientées vers la sobriété (raisonnement par bilan-carbone, prosommateur, aconsommation, etc.), et propose de conceptualiser le savoir d’achat, un raisonnement basé sur une analyse multicritère qui oriente les pratiques de consommation des membres. Enfin, d’un point de vue organisationnel, l’enquête étudie les systèmes délibératifs (holacratie) mobilisés par certains collectifs d’Enercoop. Ces systèmes impliquent des prises de décision expérimentales propices à l’intelligence collective, contrebalancées par des logiques de contrôle entre pairs.D’une façon transversale, le réseau de coopératives Enercoop est conçu tout au long de ce travail comme une initiative de Nouvelle Économie Sociale (NES). Ce cadre analytique, structuré par la tension active entre projet politique (instituant) et logique économique (institué) permet d’identifier les forces de rappel (affect d’écologie coopératif, polarisation nationale/locale, systèmes délibératifs) qu’Enercoop déploie pour maintenir son projet de démocratie énergétique (instituant), tout en gardant une gestion économique stable (institué). À partir des investigations réalisées entre 2015 et 2020, la thèse constate que les forces de rappel à l’oeuvre dans l’initiative réduisent alors le risque d’isomorphisme face à l’État ou aux opérateurs à visée lucrative et permettent à Enercoop de maintenir son objectif de transformation sociale. Ce travail met en relief le combat politique permanent d’une structure engagée sur le terrain économique, fut-elle le plus grand réseau français de SCIC. De ce point de vue, il s’agit bien d’une « utopie réaliste ». « Réaliste » car elle se bat ici et maintenant avec des valeurs qui ne sont pas dominantes. « Utopique » parce que sa victoire nécessiterait probablement une autre économie, voire une autre société qui signifierait également le dépérissement d’Enercoop.
