Résumé

Facing the austerity policy, which has been imposed since the 1980s as the dominant economic policy, local public actors are called upon to rationalize expenditure, to openup to market logic and to work in partnership with the private sector both in regional planning than in other areas (health, research, etc.). The private economic actor of real estate, commonly called "the developer", thus goes up the urban production chain. Going from the scale of the building to that of the district, it takes a strategic place in the material and symbolic construction of the city. This thesis proposes to read the urban transformation from the point of view of the "developer", because his role and the place he occupies still remain opaque in urban studies. In addition, using an anthropological approach appears as an opportunity to grasp the logics and issues ofthe city - making and their spatial effects (standardization, privatization, densification,disruption of scale, etc.).Thanks to a two-year ethnography at "the developer", the thesis therefore proposes to follow and understand "from inside" the development of an urban project in a French metropolis to highlight the articulation between issues, games of actors andimagination(s) from which the spatial project results.On the one hand, this thesis responds to the need to understand a major figure of urban transformation, whose study cannot ignore the underlying economic and financial logics. On the other hand, it contributes to an anthropological reflection on"making the city" at work today. It allows, beyond revealing the spatial dimension ofthe project, to restore the dynamics and logics governing the urban production between"quantophrenia", transfer of risk and confinement in the dogmatic framework of neoclassical economics. It allows the questions the notion of value by highlighting the limitation of its definition to the strict economic and financial fields. Downstream of a journey in the interstices of the project process, composed of circuits and short-circuits,the thesis finally proposes the hypothesis according to which the "collapse of the great political speeches" would result from a shift in the "founding myth" giving an ideological character to a managerial phenomenon: attractiveness.Opened by a prologue tracing a portrait of the private operator on the basis of his own narrative of his practice and his role in the transformation of the city, the thesis is built around a diachronic ethnographic history which restores the project process observed between narrative writing and dense description. Articulated in three parts (De la commande, De la reponse and Du projet) this thesis brings the reader into thedaily life of the private operator in action, with and/or facing the public actor, thus deconstructing a dichotomous vision of these two universes.
Face à la politique d'austérité, qui s’impose depuis les années 1980 comme politique économique dominante, les acteurs publics locaux sont appelés à rationaliser les dépenses, à s’ouvrir aux logiques de marché et à travailler en partenariat avec le secteur privé tant dans l’aménagement des territoires que dans d’autres domaines (santé, recherche,etc). L'acteur économique privé de l’immobilier, communément appelé «le promoteur»,remonte ainsi la chaîne de la fabrique urbaine. Passant de l’échelle de l’immeuble à celle du quartier, il prend une place stratégique dans la construction matérielle et symbolique de la ville. Cette thèse se propose de lire la transformation urbaine du point de vue du « promoteur », car son rôle et la place qu'il occupe demeurent encore opaques dans les études urbaines. De plus, utiliser une approche anthropologique apparaît comme une opportunité pour saisir les logiques et les enjeux de la fabrique de la ville et leurs effets spatiaux (standardisation, privatisation, densification, rupture d'échelle, etc). Grâce à une ethnographie de deux ans chez «le promoteur», la thèse propose donc de suivre et de comprendre «du dedans» l’élaboration d’un projet urbain dans une métropole française pour mettre en lumière l'articulation entre enjeux, jeux d’acteurs et imaginaire(s) dont le projet spatial découle. D’un côté, cette thèse répond au besoin de comprendre une figure majeure de la transformation urbaine, dont l'étude ne peut faire abstraction des logiques économiques et financières sous-jacentes. De l’autre, elle contribue à une réflexion anthropologique sur le « faire la ville » en œuvre aujourd'hui. Elle permet, au-delà de révéler la dimension spatiale du projet, de restituer les dynamiques et les logiques régissant la fabrique urbaine entre « quantophrénie », transfert du risque et enfermement dans le cadre dogmatique de l’économie néoclassique. Elle questionne ainsi la notion de valeur en mettant en exergue la limitation de sa définition aux strictes champs économique et financier. En aval d’un cheminement dans les interstices du processus de projet, composé de circuits et de court-circuits, la thèse propose enfin l'hypothèse selon laquelle la « chute des grands discours » relèverait d'un glissement du « mythe fondateur » donnant un caractère idéologique à un phénomène gestionnaire : l’attractivité. Ouvert par un prologue traçant un portrait de l’opérateur privé sur la base de ses propres récits sur sa pratique et son rôle dans la transformation de la ville, la thèse se construit autour d’un récit ethnographique diachronique qui restitue le processus de projet observé entre écriture narrative et description dense. Articulée en trois parties (De la commande, De la réponse et Du projet) cette thèse amène le lecteur dans le quotidien de l’opérateur privé en œuvre, avec et/ou face à l’acteur public,déconstruisant ainsi une vision dichotomique de ces deux univers.
