Space and inequalities : The influence of urban mobility on the social participation of people with disabilities : The case of the metropolis of Algiers

Résumé
According to a World Health Organization report published in 2011, more than a billion people, or 15% of the world's population, live with a disability, making them the world's largest minority. The accessibility of public spaces is a major issue for the social participation of people with disabilities, as it determines their ability to move around, interact with their environment, and participate fully in society. Algerian towns and cities are lagging behind in terms of public space accessibility for disabled people. The majority of these individuals remain excluded and deprived of the opportunity to participate in the social dynamic. This thesis aims to investigate the influence of the urban environment in Algeria on the social participation of disabled people through the irurban mobility. Qualitative and quantitative methods were applied to four case studies in metropolitan Algiers in order to understand the interactions between disabled people and the urban environment. This was done in addition to bibliographical research and an analysis of local urban policies. The aim of these methods is to decipher the mobility practices of disabled people through their use of space and to gain insight into the social, urban, and political context of disability in Algiers. The social participation of disabled people in Algiers is limited by their restricted mobility. This mobility is conditioned by their use of the urban environment, which is limited by its degree of accessibility and urbanity.
Selon un rapport de l’Organisation mondiale de la santé, publié en 2011, plus d’un milliard de personnes, soit 15% de la population mondiale vivent avec un handicap et constituent la plus large minorité du monde. L'accessibilité de l'espace public est un enjeu majeur pour la participation sociale des personnes handicapées car elle détermine leur capacité à se déplacer, à interagir avec leur environnement et à participer pleinement à la vie de la société.Les villes algériennes accusent un retard au niveau de l’accessibilité des personnes handicapées dans l’espace public. La majorité de ces dernières restent exclues et privées de la possibilité de participer à la dynamique sociale. Cette thèse centrée sur Alger étudie l’influence de l’environnement urbain sur la participation sociale de personnes handicapées à travers leur mobilité dans la ville. Des méthodes qualitatives et quantitatives ont été appliquées sur quatre cas d’études d’Alger afin de saisir les interactions entre les personnes handicapées et l’environnement urbain. Appuyée par des recensions bibliographiques et une analyse des politiques urbaines locales. Ces méthodes décryptent les pratiques de mobilité des personnes handicapées à travers leurs usages de l’espace, ce qui permet d’avoir un aperçu du contexte social, urbain et politique du handicap spécifique à Alger. La participation sociale des personnes handicapées à Alger s’est avérée limitée par une mobilité restreinte. Celle-ci est conditionnée par un usage de l’environnement contraint par son degré insuffisant d’accessibilité et d’urbanité.
